Can Law Libraries Meet Rising Research Demand with Flat Staffing?

p strongLaw-library research demand is rising at many institutions, but staffing plans are cautious and pay increases often lag inflation&mdashmaking skill allocation as important as headcount./strong/p p Primary Research Group's study of 36 law libraries found that 44.44% had experienced increased research-service demand. Yet 52.78% planned only to replace departures or freeze staffing. Twenty-five percent expected to add staff, while 5.56% expected reductions./p p Compensation adds pressure. Salary increases averaged 2.73%, with a 3% median. Nearly half&mdash47.22%&mdashsaid raises were below inflation, while 38.89% said they were approximately in line. Recruitment and retention become harder when libraries need new technical capabilities but cannot consistently improve real pay./p p AI fluency is one of those capabilities: 47.22% rated it important or critical for staff. The best response is not to make every employee an AI specialist. Libraries can identify high-volume research tasks, decide where AI or automation is appropriate and train designated staff to evaluate tools, verify output and teach responsible use./p p Leaders should pair demand data with a skills inventory: request volume, complexity, turnaround time, subject coverage, technology expertise and succession risk. That evidence can support a new position, a redesigned role or a service-level decision. Flat staffing does not automatically require lower service, but it does require a deliberate answer about which work people&mdashand technology&mdashshould perform./p p  /p
